My oil filter/crank sprockets don't line up. It appears that the one on filter is about 0.1" further outboard than the one on the crank. The washer is on the outboard side of the filter also. Normal?

Look at the drive sprocket on your crank. The large spring washer may have been installed on the wrong side of the drive sprocket. It belongs outboard. I have opened up motors and found it installed incorrectly on the inboard side and it causes mis-alignment with sprocket wear. Fiche wrong after all these years and hasn't been found.
CRANK/ sprocket, curved washer with the center hole out, star washer , nut.
Washer on filter goes to the outside end of the shaft. .....lm
