Odd vent screw on dipstick

Went to look at a 1965 Ca77. Noticed that someone at one time had drilled a hole in the top of the oil dipstick and inserted what looks like some kind of vent screw or bleeder valve. Any idea on what the intention of that would be? Current owner has no idea and has not attempted to start the bike.
