I think I have a problem with my throttle cable and I'm not sure how to go about fixing the problem. I noticed that the hand grip doesn't spring back on its own to an idle position. Also I'm trying to adjusst the idle screw on the carburetor and it seems like the throttle is sticking. If I rev the engine a little it will stay revved for a minute or so before coming revving down and stalling.

The throttle tube on the Dreams can get quite sticky over the years and the grease can turn gummy and stick rather than lubricate. I would try removing the throttle tube and removing all the old grease and give the area a general clean-up. I usually re-coat with a light coat of grease. This may or may not be the problem but it worth a try.

There is a small throttle lock on the underside of the clamp that holds the grip that may need adjustment. Also you may have an air leak by the description of the way it idles high before slowing down. I'd follow hahnda's advice and disassemble and clean, relube twist and cable.
