High frequency squeal

So I'm riding my Dream around and begin to hear a very high frequency squeal which increases with the rpm. I'm thinking the worst; bad bearings, engine failure etc etc. So I really listened to the bike as I was riding and I discovered that the noise was coming from the battery cover. I touch it and it goes away. I took the cover off and there are two tabs with holes in them on the upper corners. I ordered some grommets to put in there to maybe dampen the vibration. Is there suppose to be some sort of grommet there in the first place?

Did you check the parts manual?
