...it's possible for a looped tube to drain both sides of the tank equally, but you'd have to ensure there's no air in the line.  Same principle as the irrigation siphon tubes used in farm culverts.  The trick would be to fill one side first, and it wouldn't be pushing air out of the tube until the fuel level is at or higher than the tube at its highest point.  That's tricky.
I've capped my tubes and simply lean the bike occasionally.  Or, preferably, engage in some spirited riding. :0
