You could try that. Did you clean up that damaged cylinder bore?
Cleaning the glaze that forms on the bores helps the new rings bed in properly. If you turn it over on the kick start you might get a feel for how good things are at the moment.

Very low compression, what to look for?

Well, I'm still registering zeros on both cylinders with my compression tester. It sucks and blows my finger over the spark hole but I don't know where to look next.
I've adjusted the valves several times, turn the crank to the "T" mark, feel for the looser rocker arms, adjust those to be .1", then turn the crank 360 degrees to the "T" mark again and adjust the other side valves to the same. Then after a few kicks, I notice both intake valves are closed and only one exhaust valve is closed. Am I overlooking something stupid? Maybe my tester is not working anymore? Feeling pretty frustrated.

Valve adjustment is 0.004" not 0.1". Maybe you meant 0.1mm. You have to make sure you are adjusting clearance at TDC on the compression stroke. Leave the caps off and rotate the crank and observe the rocker arms. When an intake valve goes down pay attention. As it starts to go back up get ready and watch for the "T" mark to line up. Adjust both intake and exhaust on that side. Now rotate again and watch for the other side intake valve. Repeat the process.
