I have a big Bahco adjustable wrench with slim jaws. It doesn't usually take much to undo that nut. I have a couple of nuts that someone used a hammer and chisel on. I wouldn't recommend that..... :-)

Steering Stem Nut
Steering Stem Nut
A 35mm socket fits fine and this size is cheap and readily available ( I got mine on Amazon ) I think its a standard car wheel nut size.
I got a real shock when I tried to remove the steering stem nut recently to restore my CB77. In the past I'd always used a large adjustable spanner to remove it as it doesn't have to be particularly tight. Mine just wouldn't move ( It had been standing in a garage for 30 years ) and fork disassembly came to a halt. I tried heat without effect. Since it's a sleeve nut when in place it's difficult to get access to apply penetrating oil so I plugged the opening for the steering damper, turned the forks upside down and filled the steering stem with penetrating oil from the bottom. Still wouldn't move after a week. Then I found a large ring spanner which was the right size and applied "impact torque" ( a large hammer! ), result destroyed spanner, nut unmoved. Then I bought the 35mm socket which I attached to a breezer bar I had for removing tight car wheel nuts, still no joy. Next up was a longer (75mm) breezer bar with plans for the addition of a scaffold pole. Thankfully the larger breezer bar did the trick. I think I remember LM posting once "if it's stuck you just need a bigger spanner! "
Good Luck

Just wanted to throw my two cents in since I battled that nut for several weeks. Another member told me that #4 Steering Lock Nut on the parts diagram needs to be held tight and turned right as you're wrenching left on the top nut. I just used a crescent wrench and channel lock pliers on the lower nut. Came off with ease!
