Did Honda use a form of under coat?

I pulled my 1964 CA77 front fender today for paint removal and restoring and I found a white undercoating on the inside (the bike is white) did Honda do this? I plan on putting something back on it as the fender has no rust at all on it and this maybe why.

All honda painted parts were available in a "non-sanding finish". It was a light gray coloured primer and was very easy to apply a finish to. I had a NOS tank and sprayed it the blue colour, worked out fairly well.
