I have the horn button and dimmer switch apart and am getting no return action on the horn button. I can't seem to locate any material on horn button lay out. Is there a suppose to be a return spring in the assembly to keep the button away from the contact?

Yes, there should be a small springthat goes between the platic button, and the metal plate with the hole in it. You can usually mine one of these from a broken down old switch.
