If I understand what you're asking, then the needle with attached "C" clip goes into the slide first then the retaining clip (as you say the steering wheel shaped part) goes in on top of that. It most definitely could cause a rich condition at lower throttle if the retainer went in first then the needle because it would tend to lift the needle up out of the jet , earlier in it's travel. You'll see the needle has several grooves in the top with a "C" clip in one of them. That is where adjustments are made to enrich or lean out the jet needle setting. Moving the "C" clip to a groove toward the "pointy" end of the needle has the effect of lifting the needle out of the jet a wee bit to flow more fuel (rich). Moving the clip away from the pointy end lets the needle sit further down into the jet closing down the fuel flow a tad (lean).
