No more power

Once I hit 4th gear the bike will stay at constant speed, but I can not accelerate in 4th. Any thoughts? Is this normal?

Could depend on several factors such as your weight, and any other load on the bike, going uphill, wind direction, whether you have a windshield etc.
With mine, if I'm on level road with no headwind, no problem accelerating in 4th.
If on a slight hill, or with headwind gotta go to 3rd.

not exactly sure how to tell... or the difference between drag and slip, for that matter...

Slipping means RPM's increase while speed remains the same in a given gear. Dragging is the clutch not releasing and in the bike still tries to move with the clutch in or released.

The reason I mentioned the clutch slipping is that on one of CA77 engines that had the original all fiber disks in it when I tried to accelerate quickly in 4th gear I could feel the clutch slip which indiacated worn out disks after double checking clutch adjustments.

I don't think it is an issue with the clutch. I think I have worked out the issue somewhere between lower expectations and a carb adjustment.
