Dream 305 rear brake locing/sticking when brake applied

I am helping my sister revive her 305 after it has been sitting for 12 or so years.
The rear brake is locking when the brake is applied.
I vaguely remember how the thing works and that there was some wear or something on a lobe?

What to do?
