1965 ca160 keihin PKW 20 float problems

I am working on an old 1965 honda ca160. I have had it running and it runs like a clock. But the float bowl overflows.
I rebuilt the carb with new jets and float valve. Problem is float height. In order to stop overflow I have increased the measurement from 19mm one mm at a time to stop the overflow, still does it at 22mm, at 23mm no fuel feeds at all.
Any thought or suggestions?

Almost certainly the float valve is leaking. Being new doesn't imply tat it must work, sadly. Maybe there is some small particle holding it open so blowing it out might help. If your old valve was working, why not replace the new one and see what happens?

I'd want to make sure that float is not sinking and that the bowl and carb body are not warped. The carb body can deform if its mounting bolts are overtightened. I'd check both on the bench and on the bike.
