front brake stopper arm

Can someone tell me what the finish on the front brake stopper arm should be?

Mine (1963 Super Hawk) is currently mostly bubbled chrome plated/rust plated. I wonder if the PO did a cheap chrome job over what should have been zinc plating?

I'm pretty sure they were chrome plated, just not very well.
