kickstart spindle play

Im trying to rotate my cam chain for timing. Is the spindle supposed to be able to pull out a little bit? It has about

I will spin the spindle and once in while the cam chain will rotate. But will usually stop.

I just looked and it looks like it needs to go inside about 6mm.

I seem to remember mine had a little play in and out when I took it off last time.
