I don't intend to ride this bike. I'm prepping to sell and these are the original narrow whitewalls which I'd like to keep mounted on the bike.
Clutch
It's also likely the clutch plates might be stuck together. Sometimes they can be worked free after the motor is started and warmed up. You might have to go into the left side case and free them but you might get lucky.

Yes. I expect to have clutch plate issues and asked about this in another thread. Since I'm prepping the bike for sale, I really want everything to be functioning properly for any potential buyers.
