CB77 chock flap

In a effort to sort out my carb problems with my 1964 CB77 I found that on one of the chokes has this hinged flap any one any ideas has to what it is for ?

Some HONDA carbs like the DREAM 250 and 305 used that slide.
I recommend you replace it with the correct one. .....................lm
