I just found the 2nd pic with the arm pulled back by the threaded rod.
That is the possession that opens out the brake shoe cam of the brake backing plate which applies the brake. ............lm

I have lots of meat still on the shoe, and have tried adjusting at the wheel and at the lever, and both, to no effect.
Here's a pic of what I have: now, the manual says to Adjust nut A and adjust nut B at the wheel, but as you can see, I have no 'Nut A'...or B for that matter. This is the way the bike came to me...I have a feeling I'm missing something, but I don't know what...

Any ideas/ what should I have on this assembly (or not) and how do I adjust it? Everything I've tried the lever goes right down to the handlebar.
Also, does that little silver shaft in the middle under the springs rotate/adjust?

Right; and even when I position it that way, I still get no grab on the brakes...when I grab/pull the brake lever, it goes all the way down to the handlebar, without stopping or otherwise engaging the brake. That's why I was wondering if they made two different sets of cables for the Early and Late models - I just don't know Which model brake line I have - maybe That's it...Maybe it's longer, or something.
I've tried adjusting the brakes at both the wheel and the hand grip, but can't seem to get it to 'brake'. The lever just goes all the way down - so I must be doing something wrong, somewhere...

What actual condition are the shoes?
Do you have the lever on the shoe opener so the shoes right away?. ...............lm

With the brass adjuster nut removed from the cable, are the threads on the nut and the cable ok? If so, while the cable is disconnected, move the brake arm in the direction the cable would pull and see if the shoes engage with the drum, if it moves too far then either the shoes are shot or you need to move the arm one spline. You may even find a small notch on the splined shaft to line up with the gap in the arm although this might have been added to my bike by a previous owner. I just compared your picture with my brake set up and my cable protrudes through the brass nut by about an inch. On yours the adjuster part of the cable does not go through the brass nut. As loud mouth says, grip the cable adjuster and keep winding the brass nut along till you have about inch of the threaded rod protruding.
