Try slide hammering it apart. Put the axle holder in a vice, and compress the fork leg, and pull hard out. It usuall takes a few to several repeats of this method to extract it.

Here's how I got mine pulled out...be sure not to crank vise down too hard on the lower fork tube, it can be bent...I probably should have stuck the axle through to hold lower tube down...my restoration thread goes adventures involved in getting front forks apart at great length...

Stuck slider
One of the more common causes is using a screw that is too long to mount the fender to the fork; screw bottoms out and makes a dimple in the tube. The "pogo stick" method may work but then reassemble becomes a problem. Good luck with your project. Karl
