OK, I'm confused now; is it cw or ccw. By the look of the spring to wind it the "natural" way of tighten the coil it would be ccw and that's the way I did it; looking at it from the outside of the case as mounted.

I can never remember cw or ccw. Just look at the kick start spring as you rotate the kick starter. The spring will tighten up (get smaller) when you go in the right direction.

You know some times I can be (and there's no way getting around this) so stupid! When I read LM's instructions:

I thought he meant the kick start LEVER shaft in the cover not inside the engine; so I was preloading it the wrong direction. It finally occurred to me that the lever needs to rotate forward when you let go of it so took it apart and wound it ccw and turned the shaft in the engine cw it works like a charm now and is closer to 11 o'clock:
