Paint for bottom of steering stem?

The bottom of the steering stem.. the cast part.. is it supposed to be painted or just zinc plated? If it's painted is it gloss/satin/flat?

PO rattle canned a nice thick coat of flat black on mine.

I know it's one of those parts that is pretty well hidden, but I'm curious what the folks at Honda thought it should be.

My guess is: Same color as body, same paint.
