Hello Naptown - say, on the black plugs. I had a real similar experience - but my elevation is 5,000 ft, and I think you aren't that high. However, if my experience can help you, I'd say to make sure to do the following:
1) Ed's recipe for setting the points, and adjusting the carbs. Floats have to be set correctly.
2) You might want to drop a size in jets - I had to rejet way down.
3) I DID use the needles that came with the Keyster kit and it HELPED VERY MUCH to reduce the black plugs and fouling.
4) I am also using the NGK D6's, but I am doing a lot of short trips, and the weather is sort of cool. If I go on a trip I'd put the D8's in for sure.
Just a comment - points setting and timing is pretty critical. Many times you think it is carburation, and the problem is ignition. So go through all the steps. It takes an hour some evening, but will pay off.
Good luck!

results are in.
i set the floats with the factory specs. was doing some reding on the issue. also noticed last time it ran before the lastest teardown, only the right side was running. so i checked the plugs. plugs were good and i noticed that the plug wires are bad. cracked and frayed and over all worn out. hell 43 years old. lasted along time. anyway. honda dealer by the house only sells the coil and wire together. 70 bucks per side.. yeah right! i went down to napa warehouse and spent three dollars and sixty eight cents on parts. grey sheething and everything. look and fire great. but i did have to get the plug boots from honda. eleven and change each. but i saved alot.
anyway got it backtogether today. sounded real good, ran real strong, but as i would have bet. it fouled the plugs at about 40 mph.
what ive done.
1---points---- set and checked and rechecked..
2---carbs----- rebuild and re-rebuilt...
3--- plug wires---great spark...
next thing will be putting the stock jets back in.
not sure what i will try after that. something has to work.

Fouled plugs
Say Naptown, what is your elevation? I had problems, and had to re-jet 'way down, but I'm at 5,000 ft elevation. If your jets are larger than stock, this could be part of the problem. You might want to start by lowering the needle.

Running rich
Hey Naptown,
What number jets are you running? If you can go down a number or two - maybe down to 130 mains - that might help. I had to go down to 125's with my elevation, and I put the Keyster needles in. A lot of people say they don't like them, but it did the trick for me. Smaller main jet (smaller low jet also) and the Keyster needles, set about 2 clicks from the lowest position. I'm getting great performance now -but before couldn't keep the bike running because of fouled plugs. You might want to try going with smaller jets and different needles.
