carb drain hose

carb drain hose
On the bottom of the carburetor there is a fuel line that seem to be a drain. I read through some other posts where it was said that this is basically useless. my problem is is that I have fuel pouring out of the tube. Should I plug the tube or is there a bigger issue here?
