exhaust to header, clamp?

Never seen an exhaust clamp quite like this before.

Don't want to ham fist the sucker, is it fixed to either the header or the exhaust; or is it just a separate piece all together - just a weird ring?
Does my header have a flange at the end?
Little worried since my new pipes are straight, identical to these

Installing new pipes, any tips? RTV hi temp or the like?
What are people doing about clamps?

Any other random but pertinent information appreciated.

If you remove the ring your new pipes will fit pretty snuggly in the mufflers. Did that on my 65 Dream.
