Can you tell if the cam chain is installed corectly without dropping the engine?

Started engine and oil leaking from head caps. Talked to lm and he told me about the special copper washers. Found 4 copper washers and put them on 4 outer corners and leak really slowed down. Warmed up engine and started to torque caps to 25#, they went so far (18#) approx and heard a pink and the rod is now a spring loaded tortion rod and will no longer tighten. Should I unscrew and add filler washers or what? Thanks for help.
