CB77 type 1 ignition timing

Doing this for first time, following instructions in owner's manual. When i try to line up the right side timing mark (by rotating the rear wheel forward in third gear) i can't get the rotor to stop. i just wants to rotate past the mark and stop after an inch or so of travel. feels like the crank weight is pulling it. i have actually had to use a wrench to hold the rotor in place. can anyone help me understand what's going on?

try this...removing the spark plugs can help too but not really necessary.

Lee is correct. You can use a pair of vise grips or have someone else hold a wrench. It's the valve springs pushing on the cam that causes it to go past the intended point.
