Steering lock/ neck lock set

Can anyone explain how to remove the lock set for the forks on the neck. I don't have a key unfortunately. I need it removed to sand blast the frame and have a lock smith cut a key for it. I have bent the locking tab up out of the way and oiled the crap out of it. It moves around but no luck removing it. Thanks for any help.
