Dana, I'm sure it's going to be 90118-268-000. It matches your discribtion exactly. It screws into the bottom of the steering stem and anchors the steering dampner.

Got new bars from JC Whitney. Decent enough for the price. Got the cheap set ... came w/o holes but easy enough to drill on my drill press. Also didn't have the "doubler" on the center section or the knurls for the clamps. Measurements close enough to the stockers. I can post if anyone wants. Cables should all fit.
Installed bars, both hand assemblies, mirror stanchions and mirrors (Asian rectangulars), new rear brake cable, front brake cable, new battery (had to trim my bridge rectifier mounting plate a tad. Mounted left pipe, removed the impossible remains of right header. Will install new header next week.
Remaining:
front sprocket (Sprocket Specialists 15t still on back order ... grrrr), which is holding up right case cover, clutch cable, kicker
waiting on Asian seat
no chain guard yet ... decision needs to be made whether or not to run with/without
LED tail light and last bit of tail wiring
15-20 loose items on punch list (grease nipples, cotter pins, oil and gas, misc wire connections, etc)
Off for the weekend to sample the grapes of Napa so no work till next week. I'm hoping for a firing by next weekend. Fingers crossed. PO had left cylinder way rich ... float level was off by a lot. Tons of crud in the ex. port and pipe.
I'll wait till done to post final pics :)

SHE LIVES!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
Did a partial Ed tuneup, made new hot/ground battery cables ... then I just couldn't contain myself any longer ... so I gave it a try as is. At first bike wouldn't start at full choke except for some sputters and a nasty starter chain back rattle or two (I think it's too loose and needs replacement). Horn and LED tail light worked ok so I decided to try with no choke.
Started right up and rev'd nicely. Idled at 900-ish. Exhaust smells good with a teeny-tiny bit 'O richness to it. Bridge rectifier didn't get hot at all. Let it idle for 10 minutes or so keeping an eye on oil/fuel leaks and heat.
I did set the points correctly, the throttle pulls and slides, but still need to do the timing, air screw, etc.
Also, the exhaust pressure feels weak on the right side. Didn't check plugs because I was too busy smiling and whooping it up. Tiny oil leak at a head acorn ... all fixed. No headlight and I still have a dozen or so on the punch list. Still waiting for sprocket, seat, chain guard, and mud flap to arrive (can't drive w/o a mud flap).
BTW .. it dawned on me I had no clue as to the meaning of the 3-position key switch. I just haven't payed attention on the forum :0
Not worth taping a video of just a startup, but I will do one when I ride her. Of course pics when complete.
