Baffles question

One of my mufflers on a Dream I am reworking is rusted out inside. I have seen some baffles for sale on a website, but they do not have a phone number to ask about. What I need to know is are the baffles most likely what has rusted out and are replaceable to restore the muffled sound?

One mine the internal baffles were burnt/corroded through, not the rear removeable ones commonly advertised :-)
