In taking apart a clutch pack from an old CA77E motor I noticed that the four bolts with the springs behind them that hold the clutch pack together were barely finger tight. What is the torque spec on these?

Just tight. I think general torque for that size bolt is like 7 ft. lbs. or something close to that but I usually just tighten them down good and snug. It's a steel bolt threaded into an aluminum housing so you really shouldn't torque it down too tight.
