I think they were just rushing to get the bike to market. They were constantly changing things to get the cost of production down and keep quality up.
The aluminium shock covers and front fender we obviously a bit of a blind alley, cost-wise, and couldn't have done much to save weight. Chucking out the big cam sprocket was far more effective at weight saving.... :-)
